USMX and the International Longshoremen’s Association (ILA) work collaboratively through joint safety committees to establish workplace safety rules that align with federal law. While OSHA sets and enforces statutory legal standards (such as OSHA Parts 1917 and 1918), the ILA-USMX collective bargaining agreement and ILA-USMX Joint Safety Committee develops OSH Circulars that establish specific operational protocols that go beyond federal baselines to address real-world waterfront hazards and risk.
USMX is a member organization of NMSA. While USMX focuses heavily on labor-management safety compliance and joint programs specific to the Master Contract, we actively participate in NMSA’s technical committees, data collection programs, and federal advisory roles (like MACOSH) to help shape safety policies across the broader U.S. maritime industry.
Federal regulations are split by environment. Safety regulations for work performed on the land side of a marine terminal are covered under OSHA Part 1917 (Marine Terminals). Safety regulations for work performed aboard a vessel or during shipboard cargo handling are covered under OSHA Part 1918 (Longshoring). ILA-USMX OSH Circulars are official safety directives issued jointly by labor and management under the framework of the Master Contract. They provide precise, mandatory field procedures for handling specific equipment or hazards. All employers, contractors, and frontline workers operating within USMX-represented ports are required to adhere to these circulars as part of their operational compliance.
