Paul De Maria is the Chief Executive Officer and Chairman of the United States Maritime Alliance (USMX). Bringing more than 25 years of maritime industry leadership experience, De Maria’s direct, business-driven, and people-centered style has defined his reputation as a change agent across U.S. ports and terminals.
De Maria is a nationally recognized labor negotiator and operations strategist, who served as chief negotiator for the historic Master Contract (2024–2030) between USMX and the International Longshoreman’s Association (ILA). This included navigating the first ILA strike in nearly 50 years and helping lead negotiations that ultimately produced a new six-year agreement unanimously approved by USMX members.
De Maria was named CEO and Chairman of USMX in April 2025, where he oversees governance and executive oversight for USMX operations and strategic initiatives for 14 East and Gulf coast container ports.
Prior to assuming the role of CEO and Chairman, De Maria spent more than a decade in labor relations and operations roles within USMX. He started with the organization in 2012, as Vice President of Labor Relations before being elevated to Executive Vice President in 2016, and COO in 2020. De Maria has also held senior roles at Ports America, Columbia Group, and NYK Line.
De Maria holds a Bachelor of Science in Marine Transportation from SUNY Maritime College.

Anissa Frucci is the Chief Financial Officer of the United States Maritime Alliance (USMX), promoted to the role in May 2025 to assume full responsibility for all financial operations and contribute to the broader strategic direction of the organization. Since joining USMX in 2015, Anissa has led with steady vision and integrity, playing a pivotal role in the organization’s financial stability and long-term strategy. Most recently serving as Executive Vice President of Finance and Administration, Anissa was instrumental in USMX’s recent Master Contract negotiations with the International Longshoremen’s Association (ILA), where her financial leadership helped secure a successful six-year agreement ensuring long-term viability and partnership for the industry. In her new role as CFO, she continues to oversee all financial functions while contributing to the strategic direction of the organization.
Prior to USMX, Anissa served as Director of Enterprise Program Management at Ports America, and before that spent nearly six years at Maersk Line in a series of progressively senior finance and operations roles. At Maersk, she led financial reporting, forecasting, and budget development for North America intermodal operations, and managed a global SAP implementation spanning operations in the United States, Asia, Europe, Africa, and Oceania.

Justin P. Weir is a senior maritime executive with more than two decades of experience in port operations, labor relations, and terminal leadership across North America. As Chief Operating Officer of USMX, he partners with port employers and industry stakeholders to advance safe, efficient, and reliable operations across U.S. ports. He previously served as President and General Manager of Florida International Terminal (FIT) at Port Everglades, where he led terminal operations, customer engagement, and labor relations in a complex, unionized environment.
Prior to FIT, Justin spent over 15 years with APM Terminals, part of A.P. Moller–Maersk, including as Chief Operations Officer in Elizabeth, NJ. He has extensive experience working on both the US East and West Coasts with both the International Longshoremen’s Association and International Longshore and Warehouse Union, and is known for driving safety performance, aligning operations, workforce, and stakeholders to support the long-term strength and competitiveness of U.S. ports.

Ian Weinberger joined the United States Maritime Alliance (USMX) as General Counsel in December 2025, bringing over two decades of legal experience in labor and employment law, maritime matters, regulatory compliance, and corporate governance. His expertise aligns directly with USMX’s mission as the organization strengthens its operational, regulatory, and labor contract strategies — including preparation for the next ILA contract cycle.
Most recently, Ian served as Assistant General Counsel for 1199SEIU Benefit and Pension Funds in New York, where he counseled on all aspects of labor relations for a 500-person bargaining unit — including negotiating a collective bargaining agreement, litigating arbitrations, and managing ERISA pension and welfare fund compliance. Prior to that, he spent a decade as an Associate Attorney at The Lambos Firm, LLP in Tarrytown, New York, representing companies in the shipping industry and multi-employer ERISA funds in collective bargaining, contract administration, grievance arbitrations, and federal court proceedings.
Earlier in his career, Ian represented management at Jasinski, P.C., appearing before the NLRB on unfair labor practice charges, successfully appealing cases to the United States Court of Appeals for the D.C. Circuit, and counseling employers through union organizational campaigns and complex reductions-in-force. Across his career, Ian has demonstrated a leadership style that balances strategic insight, collaboration, and sound legal judgment in high-stakes labor and maritime environments.
